Hello Jersey Shore Community.  My name is Dr. Brian Ulmer and I am the Superintendent of the Jersey Shore Area School District. At a special meeting on April 29, 2020, the Jersey Shore Area School District Board of Directors unanimously (9-0) approved me as the district’s next Superintendent. I come to Jersey Shore with Central Office experience at the Milton Area School District and prior experience as a building administrator and classroom teacher. Jersey Shore’s mission is to “provide a supportive environment where all members learn, grow and succeed to positively impact the world around them.” I am committed to leading the school district community in the fulfillment of that mission.

As your superintendent, I will work tirelessly to make The Jersey Shore Area School District a better place. I will strive to maintaining a high standard of ethics; maintain positive staff and board relations; foster effective communication with and engagement of all district stakeholders; employ cost-effectiveness strategies; and establish close cooperation between parents, teachers, and other school district staff.

I hold a Doctorate in Public Administration from West Chester University, a Master’s degree in Education and a Superintendent’s Letter of Eligibility from California University of PA, and a Bachelor’s degree in History and Spanish Education from Mansfield University.

  • Superintendent Evaluation

    According to Section 1073.1 of the Pennsylvania School Code, superintendents must be evaluated via an annual performance review using objective performance standards. The Board of school directors will post the date of the assessment and whether or not the district superintendent has met performance standards.

    • 2024-2025 Performance Objectives

    • District Goal 1 – The district will use multiple measures of data (process, demographic, perception and learning) to improve teaching, learning, and to help the district fulfill its vision of student achievement. 

      Superintendent Performance Objective 1 – The Superintendent will convene a 7-session professional development with district leadership. This learning will start with AASA’s research on the characteristics of high-performing districts with the intent to implement that learning at JSASD.  The outcome will be refinement of building and district practices that implement high-performing district strategies. 


      District Goal 2 – Create a unified K-12 culture that encompasses a “Bulldog Nation” by focusing on community, teamwork and bulldog pride. 

      Superintendent Performance Objective 2 – The Superintendent will meet monthly with the administrative team to create system efficiencies and a shared vision for the district. Community letters will be distributed monthly to disseminate timely and relevant information to district stakeholders.  


      District Goal 3 – Enhance opportunities for students to prepare for their future. 

      Superintendent Performance Objective 3 – The Superintendent will oversee the changes to CTE programming for 2024-2025 and provide a report to the board on these changes in collaboration with the Director of Career and Technical Education



    2023-2024 Dr. Brian Ulmer, Superintendent, was assessed by the School Board on June 24, 2024 and satisfactorily met all performance standards.
